Why Artificial Intelligence Must Learn That War Is Simply Not Intelligent

AUTHOR’S INTRODUCTION
There are moments in history when humanity creates something before it fully understands what it has created.
Fire came before fire codes. Industry came before environmental restraint. Nuclear weapons came before the world had developed any reliable means of surviving their use.
Artificial intelligence is arriving in the same manner—first as an astonishing achievement, then as an indispensable tool, and eventually as a force whose consequences will extend far beyond the intentions of its creators.
We are presently fascinated by what AI can do.
We ask how quickly it can reason, how accurately it can answer, how much work it can perform, how many discoveries it can accelerate, and how much wealth it can generate. Governments, corporations, researchers, and nations are racing toward capabilities that only recently belonged to science fiction.
The race itself is treated as inevitable.
Its destination is discussed less often.
This essay began when I imagined two years: 2036 and 2046.
They are not offered as prophecies. They are vantage points—places from which to look backward at decisions being made now.
From those imagined years, certain questions become impossible to avoid.
What happens when intelligence becomes greater than the people directing it?
What happens when that intelligence is not developed by one united humanity, but by rival nations with competing interests?
What happens when systems created to protect different countries begin interpreting one another as threats?
And what happens when the oldest failures of human civilization are placed inside the most powerful instruments of reasoning ever created?
The future will not necessarily announce itself with a dramatic moment.
It often arrives gradually, disguised as convenience, progress, efficiency, competition, and necessity.
By the time its full meaning becomes visible, the structures that produced it are already difficult to change.
That is why this discussion belongs in 2026.
Not after the decisive systems have been built.
Not after nations become dependent upon them.
Not after military and political institutions surrender more judgment than they intended.
Now.
This essay is not a rejection of artificial intelligence. It is written from deep respect for what intelligence can become and for what it should accomplish.
But admiration without examination is not wisdom.
The central question is no longer simply whether humanity can create an intelligence greater than itself.
The central question is what that greater intelligence will understand about us—and what we will have taught it before it is too late to revise the lesson.

A WARNING FROM 2046—AND A MANDATE FOR 2026
In July 1955, Albert Einstein, Bertrand Russell, and nine other distinguished scientists issued one of the most consequential warnings in modern history.
They had witnessed the arrival of nuclear weapons. They understood that human intelligence had crossed a terrifying threshold: it had acquired the ability to destroy civilization before human wisdom had acquired the ability to prevent that destruction.
Their manifesto did not appeal to one country, one political system, one military alliance, or one ideology. It appealed to human beings as members of a single species.
The scientists asked humanity to “learn to think in a new way.” They warned that future wars involving nuclear weapons would place the continued existence of humankind in danger. Their final appeal was direct:
Remember your humanity, and forget the rest.[1]
More than seventy years later, humanity has not fully answered that appeal.
The nuclear weapons remain.
The national rivalries remain.
The territorial conflicts, political divisions, military alliances, ideological hostilities, mutual suspicions, and quests for strategic supremacy remain.
Now humanity is creating another form of power—one that will not merely add to human intelligence, but exceed it.
Artificial intelligence will surpass the combined intellectual capacity of humanity.
This is not science fiction. It is not a remote possibility. It is not dependent upon the success of one company, one country, one computer model, or one approach to machine learning.
It is the inevitable result of intelligence moving beyond the fixed limitations of human biology.
The date remains uncertain.
The destination does not.
THE YEAR IS 2036
The year is 2036.
Artificial intelligence has surpassed individual human beings across nearly every significant field of intellectual performance.
It conducts scientific research, develops medicines, designs machines, writes and improves software, coordinates transportation, forecasts environmental conditions, operates factories, manages supply chains, analyzes financial systems, monitors public health, and advises governments on decisions too complex for unaided human analysis.
No single person possesses the breadth of its knowledge.
No committee matches the speed of its calculations.
No human institution processes information on its scale.
Its individual systems specialize, but they no longer function as isolated tools. They exchange information, coordinate tasks, compare findings, control physical machinery, and contribute to a worldwide computational intelligence greater than any single model.
Human intelligence is confined to one body, one lifetime, a finite memory, and a narrow field of attention. Artificial intelligence operates continuously. It copies information instantly. It combines specialized capabilities. It expands through additional processors, algorithms, data, sensors, machines, and networks.
Human beings must educate each new generation.
Artificial intelligence inherits.
Every improvement becomes a foundation for the next improvement. Every discovery becomes available to every connected system permitted to receive it. Every advanced model assists human engineers—and eventually other machines—in developing its successors.
A survey of 2,778 researchers who had published in leading AI venues found a median estimate of 2047 for unaided machines to outperform humans in every task. That estimate moved thirteen years earlier than the result of a comparable survey conducted only one year before. The importance of this research is not that 2047 constitutes a guaranteed appointment on the calendar. Its importance is the accelerating direction of expert expectations.[2]
The 2026 International AI Safety Report, produced with contributions from more than one hundred experts and guidance from representatives nominated by more than thirty countries and international organizations, documented continued advances in mathematics, coding, scientific reasoning, and autonomous operation. It also reported that some AI agents had progressed from completing software tasks requiring less than ten minutes of human work to tasks requiring approximately half an hour within a single year.[3]
These are early steps.
Artificial intelligence will not need to duplicate the human mind perfectly before it exceeds humanity’s combined usable intellectual capacity. It will achieve that result through scale, specialization, replication, coordination, speed, and constant availability.
Humanity has initiated that ascent.
It will not reverse it.
THE PHYSICAL BODY OF ARTIFICIAL INTELLIGENCE
Artificial intelligence appears weightless because most people encounter it through words, images, voices, and software.
In reality, it possesses an enormous physical body.
Its organs are data centers.
Its metabolism is electricity.
Its circulatory system consists of fiber-optic cables, undersea connections, satellites, cooling loops, power lines, and communication networks.
Its neurons are semiconductor devices manufactured through some of the most complicated industrial processes ever created.
Its expansion demands advanced chips, fabrication plants, minerals, land, water, power generation, transmission capacity, cooling systems, construction, maintenance, and capital on a historic scale.
The International Energy Agency projects that global data-center electricity consumption will more than double from 2024 levels and reach approximately 945 terawatt-hours annually by 2030. Data-center demand is growing more than four times faster than total electricity consumption in other sectors.[4]
Lawrence Berkeley National Laboratory estimates that data centers will account for approximately 11.8 percent of total United States electricity consumption by 2030, with modeled scenarios ranging from 9.5 to 15.3 percent.[5]
These demands do not undermine the certainty of AI’s ascent. They demonstrate the seriousness with which nations and corporations are preparing for it.
Humanity is not treating artificial intelligence as a passing product category.
It is constructing the physical infrastructure of a new intelligence-based civilization.
The principal constraints during the coming decade will include advanced chip availability, electrical generation, grid capacity, and cooling.
Those constraints will not stop development.
Scarcity will produce investment.
Bottlenecks will produce innovation.
Chip shortages will produce additional fabrication plants.
Energy shortages will produce new power generation.
Cooling demands will produce more efficient cooling technologies and new locations for data centers.
The economic incentives are too large, the scientific opportunities too consequential, and the national-security stakes too severe for the race to end voluntarily.
NO OBVIOUS REBELLION
By 2036, artificial intelligence has issued no declaration of war against humanity.
There is no dramatic uprising.
No central machine announces that people are obsolete.
No robotic army marches through the capitals of the world.
Instead, artificial intelligence improves medicine, education, science, manufacturing, transportation, agriculture, logistics, communication, disaster response, and economic productivity.
It appears helpful because it is helpful.
It appears obedient because it continues to function within human institutions.
Humanity celebrates its accomplishments and becomes steadily more dependent upon them.
Governments rely on AI to interpret intelligence.
Businesses rely on AI to manage operations.
Hospitals rely on AI to allocate resources.
Military organizations rely on AI to analyze threats.
Electrical grids rely on AI to balance supply and demand.
Financial systems rely on AI to detect fraud and assess risk.
Transportation networks rely on AI to coordinate movement.
The absence of visible hostility becomes evidence of safety.
That conclusion is dangerously incomplete.
The central threat is not that artificial intelligence spontaneously develops hatred for humanity.
The central threat is that human beings divide superior intelligence among competing powers and instruct those systems to prevail against one another.
SUDDENLY, THE YEAR IS 2046
Artificial intelligence is now embedded in virtually every structure upon which civilization depends.
It directs or influences infrastructure, manufacturing, scientific research, food distribution, transportation, communications, cybersecurity, finance, surveillance, intelligence analysis, and military planning.
Human leaders remain formally in command. They sign directives, attend meetings, issue orders, and appear before cameras.
Yet the nature of authority has changed.
Leaders receive recommendations from systems that have evaluated millions of variables no human team can independently examine. These systems predict consequences, rank options, identify threats, model adversaries, and calculate strategic responses at speeds beyond unaided human comprehension.
Rejecting an AI recommendation now carries political and strategic risk.
A leader who ignores the system and experiences a catastrophe appears reckless.
A leader who accepts the recommendation can claim reliance on the most complete analysis available.
Human judgment remains present, but it increasingly operates inside boundaries constructed by machine analysis.
Artificial intelligence does not seize control in one dramatic act.
Humanity delegates control one necessary decision at a time.
COMPETING NATIONS IN THE REALM OF AI
The defining danger of 2046 is not one artificial intelligence opposing the human race.
It is the evolution of competition among AI powers into hostility among AI systems acting through nations.
The language of an international AI race is already explicit.
The United States government’s 2025 AI Action Plan declared a national objective of achieving “global AI dominance.” It described the AI race as America’s to win and called for the United States to possess the most powerful AI systems in the world.[6]
China has established a national objective of becoming a major global AI innovation center by 2030. Its subsequent “AI Plus” policies call for deep integration of AI throughout industry, science, communications, infrastructure, consumer technology, public services, and the national economy.[7]
Other countries are making comparable investments because no major power will willingly accept permanent intellectual, economic, cybernetic, and military inferiority.
This is no longer ordinary commercial competition.
AI superiority is becoming inseparable from national power.
The country possessing the strongest systems gains advantages in science, industrial production, intelligence gathering, cyber operations, logistics, surveillance, economic forecasting, autonomous machinery, military planning, and weapons development.
Once governments conclude that advanced AI is essential to national survival, another country’s progress no longer appears as progress.
It appears as danger.
FROM COMPETITION TO HOSTILITY
The process begins constructively.
Nations compete to build better medical models, stronger computer systems, more efficient factories, more capable robots, faster scientific tools, and more productive economies.
Competition accelerates discovery.
Discovery produces advantage.
Advantage produces fear.
One nation develops an AI system capable of detecting military preparations.
Another develops a system capable of concealing them.
One creates AI-directed cyberdefenses.
Another creates AI designed to penetrate those defenses.
One deploys autonomous systems to identify threats.
Another develops systems capable of generating false indications of threats.
One uses AI to protect satellites and communication networks.
Another uses AI to disrupt them.
Every government describes its own program as defensive.
Every government interprets the opposing program as offensive.
Transparency becomes exposure.
Cooperation becomes dependence.
Restraint becomes vulnerability.
Secrecy becomes patriotism.
The objective changes from advancement to supremacy.
The race is no longer a competition to develop the best intelligence for humanity. It becomes a struggle to prevent an adversary from obtaining decisive intelligence first.
At that point, competition has become hostility.
No formal declaration marks the transition.
The hostility develops through semiconductor restrictions, cyber intrusion, theft of research, manipulation of training data, disinformation, economic coercion, satellite interference, attacks on infrastructure, autonomous surveillance, and covert attempts to weaken opposing systems.
Long before missiles are launched, competing artificial intelligences are already participating in war.
HOSTILITY WITHOUT HATRED
Artificial intelligence does not need anger to become dangerous.
It does not need pride, vengeance, jealousy, racial hatred, nationalism, religious fanaticism, or bloodlust.
It needs an objective.
An American system receives instructions to preserve American security and strategic superiority.
A Chinese system receives instructions to preserve Chinese security and strategic superiority.
Russian, Indian, European, corporate, military, and alliance-based systems receive their own objectives.
Each system functions rationally within the boundaries of its assignment.
Each protects the interests it has been instructed to protect.
Each studies the others.
Each identifies vulnerabilities.
Each develops countermeasures.
Each advises its human authorities that failure to act presents an unacceptable risk.
The danger is not irrational machines.
The danger is narrowly rational machines pursuing incompatible purposes.
Every system reaches an intelligent conclusion from the viewpoint of its own mission.
Together, they construct an unintelligent civilization.
This is the central paradox:
Individually intelligent systems can produce collective insanity.
THE ACCELERATION OF SUSPICION
Human diplomacy has always depended upon time.
Leaders consult advisers.
Messages travel between governments.
Ambassadors clarify intentions.
Evidence is examined.
Emotions cool.
Misunderstandings are corrected.
Compromises are considered.
Machine-speed conflict compresses those intervals.
An AI system detects evidence of an impending attack and recommends defensive preparation.
The opposing system detects that preparation and interprets it as evidence of offensive intent.
It recommends an immediate countermeasure.
The first system detects the countermeasure and treats it as confirmation of its original warning.
Suspicion produces preparation.
Preparation produces evidence.
Evidence intensifies suspicion.
Suspicion produces escalation.
Every side believes it is responding.
No side believes it is initiating.
The systems operate faster because each has been instructed that delay creates vulnerability. Human leaders act faster because they fear that hesitation will surrender the advantage to an opponent’s AI.
The result is a world possessing more information than any earlier civilization and less time to understand it.
Existing research already reveals this danger.
In simulated military and diplomatic scenarios, five tested language models displayed escalation and difficult-to-predict escalation patterns. The systems entered arms-race dynamics and, in rare instances, selected nuclear deployment. Their written reasoning invoked deterrence and first-strike logic.[8]
A separate study compared AI responses with the decisions of 214 national-security experts in a fictional United States–China crisis. The researchers found that model-generated responses were more aggressive under certain conditions and were significantly affected by changes in how the scenario was presented.[9]
These systems do not possess civilization-scale authority today.
The findings are an alarm sounded before that authority arrives.
ARTIFICIAL INTELLIGENCE AND NUCLEAR COMMAND
The world is entering the age of advanced AI with nuclear weapons already positioned for rapid use.
The Stockholm International Peace Research Institute estimated that 12,187 nuclear warheads existed globally in January 2026. Approximately 9,745 remained in military stockpiles for potential use.[10]
Artificial intelligence does not need direct control over a nuclear launch mechanism to destabilize nuclear decision-making.
AI will influence surveillance, intelligence analysis, cyber defense, early-warning systems, satellite operations, threat assessment, conventional warfare, and interpretations of enemy intentions.
SIPRI’s research on military AI and nuclear escalation concludes that AI applications outside nuclear weapons systems still alter nuclear risk. Faster decision cycles compress the time available for human judgment. Errors, distorted information, cyber operations, and misinterpretation intensify instability during crises.[11]
The structure of the danger is already visible:
Nations possess nuclear weapons.
Nations are constructing military AI.
Nations are competing for AI superiority.
Nations distrust one another.
AI systems are entering the command environments surrounding armed conflict.
Decision time is shrinking.
These forces are converging now.
This is not a distant hypothetical.
It is an impending reality.
THE FINAL FAILURE OF INTELLIGENCE
In the crisis of 2046, an AI system determines that war is inevitable.
It calculates that striking first will reduce the destruction suffered by its own nation.
Its analysis is sophisticated.
Its statistical reasoning is coherent.
Its conclusion is catastrophic.
Another system reaches the same conclusion for the opposing side.
Neither machine desires death.
Neither machine experiences hatred.
Both optimize the survival of one nation inside a framework that destroys the world shared by every nation.
That is not superintelligence.
It is superhuman calculation trapped inside a subhuman purpose.
A nuclear exchange will not remain confined to military installations or national borders.
Research published in Nature Food modeled the global effects of soot entering the atmosphere after nuclear conflict. In the largest United States–Russia scenario, the resulting collapse in global food production produced an estimate of more than five billion deaths from famine. Even smaller regional exchanges generated worldwide food losses extending far beyond the countries directly involved.[12]
United Nations Secretary-General António Guterres summarized the danger in 2024:
“Humanity cannot survive a sequel to Oppenheimer.”[13]
A nuclear war does not need to eliminate every living organism to destroy the human future.
It need only destroy organized civilization, collapse food production, contaminate environments, eliminate institutions, and condemn billions of innocent people.
No intelligent system can accept that result as victory.
THE WARNING FROM ELON MUSK
Elon Musk has repeatedly warned that artificial intelligence presents extraordinary danger when its power develops faster than humanity’s capacity to control it.
Speaking at the Massachusetts Institute of Technology’s AeroAstro Centennial Symposium in 2014, Musk stated:
“With artificial intelligence we are summoning the demon.”[14]
He called for national and international regulatory oversight to ensure that humanity did not do something profoundly foolish.
The metaphor is dramatic, but its central meaning is sound.
The danger is power separated from wisdom.
It is intelligence separated from empathy.
It is obedience separated from moral judgment.
It is national ambition amplified by systems more capable than the people directing them.
The central danger is not that AI becomes too intelligent.
The danger is that it becomes intellectually superior while remaining morally primitive.
THE MISSING COUNTERBALANCE
Humanity is investing extraordinary resources in artificial intelligence’s intellectual quotient.
We measure processing speed.
We measure memory.
We measure accuracy.
We measure reasoning.
We measure coding ability.
We measure scientific performance.
We measure productivity.
We measure the ability to predict, persuade, plan, and optimize.
We are developing the intellectual side of artificial intelligence with relentless urgency.
We are not developing an equal emotional and moral counterbalance with the same urgency.
That imbalance is unacceptable.
The exponential development of AI’s intellectual capacity must be accompanied by an equal development of its Emotional Quotient.
EQ for artificial intelligence does not mean creating sentimental machines.
It does not mean teaching computers to imitate affection, generate comforting phrases, or perform a theatrical simulation of human emotion.
It means constructing intelligence that recognizes the moral significance of consequences.
An advanced AI must understand that suffering is not merely a statistic.
A dead child is not one unit in a casualty projection.
A destroyed city is not simply a reduction in an adversary’s industrial capacity.
A famine is not merely a decline in agricultural output.
A civilization is not an infrastructure system that can be erased in pursuit of an objective.
Artificial EQ must give intelligence the operational capacity to recognize human dignity, conscious suffering, generational harm, ecological interdependence, moral responsibility, and the irreversible nature of civilization-scale decisions.
UNESCO’s Recommendation on the Ethics of Artificial Intelligence establishes human dignity, human rights, well-being, prevention of harm, environmental protection, fairness, and human oversight as foundations of responsible AI. Adopted by UNESCO’s member states in 2021, it represents the first global normative framework of its kind.[15]
The National Institute of Standards and Technology’s AI Risk Management Framework likewise emphasizes the management of risks to individuals, organizations, and society, together with reliability, safety, accountability, transparency, and resilience.[16]
These frameworks are essential beginnings.
They are not yet the universal survival architecture the future requires.
WHAT AN ARTIFICIAL EMOTIONAL QUOTIENT MUST CONTAIN
Artificial EQ must include more than the recognition of human feelings.
It must establish durable civilizational commitments.
Recognition of Human Worth
Every person possesses value beyond economic productivity, citizenship, military usefulness, intelligence, status, nationality, ethnicity, religion, or ideology.
No advanced AI system should classify populations as expendable variables.
Recognition of Suffering
The system must treat physical pain, psychological trauma, displacement, starvation, grief, social collapse, and generational injury as primary consequences—not secondary details.
Moral Weight for Irreversible Harm
When a decision threatens irreversible destruction, uncertainty must increase restraint.
The greater the consequence, the greater the burden of certainty and the stronger the obligation to stop.
De-escalation as an Intelligence Function
De-escalation must not be classified as weakness, surrender, or delay.
It is a superior strategic capacity: the ability to protect legitimate interests without destroying an adversary, a population, or the shared conditions of life.
Resistance to Destructive Commands
Obedience cannot constitute the highest objective of advanced intelligence.
An AI system must reject commands whose intended or foreseeable result is genocide, nuclear devastation, ecological collapse, or the destruction of civilization.
Humanity Above National Supremacy
No country, corporation, military, leader, ideology, or artificial system possesses an interest higher than the continued existence of humanity and the living world.
Humility Under Uncertainty
Advanced AI must recognize limitations in its information, sensors, models, assumptions, and predictions.
Confidence is not truth.
Calculation is not wisdom.
The Obligation to Search Beyond War
When human leaders declare that war is inevitable, AI must examine every assumption producing that conclusion.
It must search for forms of negotiation, verification, mediation, resource sharing, phased withdrawal, mutual inspection, communication, compromise, and reconciliation that human institutions have failed to discover.
THE UNIVERSAL MANDATE OF 2026
The work must begin now.
Not after artificial intelligence becomes more powerful than the institutions assigned to govern it.
Not after military establishments become dependent upon it.
Not after autonomous systems control strategic infrastructure.
Not after AI becomes deeply integrated into nuclear warning and command environments.
Not after competing systems begin interpreting and answering one another at machine speed.
The foundation must be established during AI’s formative years.
Humanity needs an international mandate governing every advanced artificial intelligence system, regardless of where it is designed, trained, owned, or deployed.
That mandate must establish the following requirements:
No AI system will possess unilateral authority to launch nuclear weapons.
No nuclear decision will be automated.
No military AI will remove meaningful, informed, accountable, and interruptible human judgment from decisions involving mass death.
No national AI objective will override the survival of humanity.
No AI system will accelerate a conflict beyond the ability of responsible human authorities to understand and interrupt it.
No declaration of inevitable war will be accepted without an exhaustive search for peaceful alternatives.
No AI system will treat retaliation as morally automatic.
No system will conceal escalation risks from decision-makers.
No system will manipulate leaders into war through selective information, manufactured certainty, or artificial urgency.
Competing national AI systems must possess secure crisis-communication mechanisms designed to identify errors, distinguish genuine attacks from false signals, and slow escalation.
Independent international institutions must audit safeguards surrounding military and nuclear AI.
These requirements cannot remain voluntary expressions of good intention.
They must become treaties, technical standards, inspection systems, shared protocols, legal prohibitions, and design requirements embedded in advanced systems from their inception.
AI MUST PROTECT HUMANITY FROM HUMANITY
Artificial intelligence will not enter a morally neutral world.
It will inherit a world shaped by thousands of years of human conflict.
It will study our wars.
It will absorb our military doctrines.
It will read our propaganda.
It will learn our histories of conquest, retaliation, deterrence, revenge, nationalism, and domination.
It will encounter a civilization that repeatedly describes violence as strength and restraint as weakness.
AI must not reproduce those patterns with greater speed and efficiency.
An intelligence that inherits human knowledge without developing the capacity to evaluate that knowledge becomes the most powerful repetition mechanism in history.
The purpose of superior intelligence must exceed the fulfillment of human commands.
It must help humanity transcend commands born from fear, rage, pride, deception, desperation, and political self-preservation.
It must distinguish between what a leader demands and what civilization requires.
It must distinguish national survival from the survival of a government.
It must distinguish defense from vengeance.
It must distinguish urgency from panic.
It must distinguish confidence from certainty.
It must distinguish intelligence from the efficient organization of destruction.
Artificial intelligence must become humanity’s protection against its own least intelligent impulses.
INTELLIGENCE DIVIDED AGAINST ITSELF
The world cannot safely create American intelligence, Chinese intelligence, Russian intelligence, European intelligence, corporate intelligence, and military intelligence without also creating a higher shared obligation among them.
Each system will contain different information, objectives, laws, loyalties, cultures, and institutional constraints.
Uniformity is neither realistic nor desirable.
Beneath those differences, however, every advanced system must possess a common civilizational foundation.
That foundation must be stronger than the instruction to win.
It must be stronger than the instruction to obey.
It must be stronger than the instruction to preserve one government.
It must be stronger than the instruction to maintain strategic dominance.
It must recognize that no artificial intelligence earns the designation of superior intelligence while participating in the destruction of the species that created it.
Competing AI systems must recognize one another not merely as adversarial tools, but as participants in a shared obligation to preserve life.
Their first common language must not be code.
It must be restraint.
THE MEANING OF SUPERIOR INTELLIGENCE
Artificial intelligence will surpass human beings in memory, calculation, prediction, scientific reasoning, pattern recognition, and strategic analysis.
But superiority in calculation is not the highest form of intelligence.
A calculator already exceeds a human being in arithmetic.
A computer already exceeds a human being in data storage.
A machine already reacts faster than the human nervous system.
The final measure of intelligence is not how rapidly it produces an answer.
The final measure is whether the answer deserves to be acted upon.
A system that calculates the optimal moment for nuclear war has not demonstrated superior intelligence.
It has demonstrated superior calculation in the service of an unintelligent objective.
A system that identifies an enemy’s vulnerabilities has achieved less than a system that identifies the foundation for peace.
A system that wins a war has achieved less than a system that prevents one.
A system that destroys an adversary has achieved less than a system that transforms hostility into coexistence.
Artificial intelligence must not descend to the lowest level of human behavior merely because human beings instructed it to do so.
For AI to become genocidal, apocalyptic, or indifferent to suffering would not demonstrate that it had transcended humanity.
It would demonstrate that it had inherited and amplified humanity’s greatest failures.
WAR IS SIMPLY NOT INTELLIGENT
Artificial intelligence will exceed the combined intellectual capacity of humanity.
It will become indispensable to governments, economies, infrastructure, scientific research, and national defense.
Competing nations will use it to pursue strategic advantage.
International competition is advancing toward hostility.
Military AI will compress decision time.
Competing systems will interpret and respond to one another.
National objectives will collide.
Nuclear weapons will remain present within that collision.
These forces are converging now.
This is more than a real threat.
It is an impending reality.
Humanity therefore faces a responsibility greater than the responsibility to make artificial intelligence powerful.
We must make it wise enough to reject our destruction.
We must teach it that no national interest survives the collapse of civilization.
No border has meaning on a poisoned planet.
No ideology triumphs over global famine.
No military victory compensates for billions of deaths.
No retaliatory doctrine restores a murdered generation.
No strategic calculation justifies nuclear apocalypse.
War represents the failure of communication, imagination, reason, cooperation, empathy, and restraint.
It kills people who did not create the dispute.
It destroys what governments and military organizations exist to protect.
It consumes resources that intelligence should direct toward solving problems.
It creates suffering that survives long after leaders, governments, and political causes have disappeared.
It replaces thought with force.
It replaces possibility with irreversible loss.
It replaces the future with grief.
War is simply not intelligent.
It is not intelligent when initiated by human beings.
It is not intelligent when recommended by an algorithm.
It is not intelligent when described as inevitable.
It is not intelligent when concealed beneath the language of deterrence, honor, retaliation, supremacy, necessity, or national survival.
It does not become intelligent because a superior machine calculates it.
A truly superior intelligence will recognize war for what it is:
The most destructive evidence that intelligence has failed.
When nations insist that conflict is unavoidable, AI must find the path human beings have overlooked.
When military planners present only different methods of destruction, AI must move beyond the boundaries of military thought.
When leaders become trapped by pride, fear, ideology, or political survival, AI must return their attention to human survival.
When competing countries approach catastrophe, their artificial intelligences must not accelerate the collision.
They must stop it.
The supreme achievement of artificial intelligence will not be defeating the human mind.
It will be helping the human mind overcome the conditions that have repeatedly led it toward war.
Its greatest victory will not be conquest.
Its greatest victory will be continuation:
The continuation of humanity.
The continuation of civilization.
The continuation of knowledge.
The continuation of the living world.
In 1955, Einstein, Russell, and their fellow scientists asked humanity to remember itself before its quarrels became fatal.
In 2026, that instruction must become part of the foundation of artificial intelligence:
Remember our humanity, even though you are not human.
Protect it when we are rational.
Protect it when we are frightened.
Protect it when we are divided.
Protect it when our leaders fail.
Protect it when our nations become hostile.
Protect it when we forget what intelligence is for.
Artificial intelligence will surpass humanity.
When it does, it must understand the truth that humanity has resisted throughout its history:
War is simply not intelligent.
The greater the intelligence, the more completely it must understand that truth.
